A statement on Latest shark behavior

In continuation of the recurring incidents of sharks attacking people in the marine environment in the Red Sea. Since its inception, HEPCA has worked to avoid such incidents by claiming the need to efficiently implement nature protection programs, spread environmental awareness, and work to use the living natural resources of the Red Sea and its unique biodiversity in a safe and sustainable manner.

This painful incident is one of the indications of the need to move from all sides to carry out the environmental role entrusted to them.

The organization affirms that such incidents result from a change in the behavior of the shark, which is not natural. The direct cause of this is wrong human behavior such as overfishing, waste disposal by dumping it into the sea, excessive use of natural resources and failure to manage them properly in a sustainable environmental manner.

The association revealed that it had addressed the competent authorities during the past months to warn of the possibility of such painful incidents. Because there are many wrong human practices that create the conditions for its occurrence.. especially in this period of the year, which is a period for fish breeding.

The organization warns that the recurrence of these incidents sounds an alarm and indicates the need to start immediately to change human behavior and stop wrong practices that take place daily on the coasts of the Red Sea, especially poaching.

The organization called for the necessity of tightening control over what the boats do in terms of the disposal of their waste, especially the organic ones, in the sea, especially in the places of berthing and anchorages near the beaches.

The organization calls on all official bodies to take the necessary measures at the national level to increase the efficiency of preserving the environment and managing natural resources in a sustainable manner.

And declaring the whole Great Fringing Reef of Egypt a Marine Protected Area.

The organization also calls upon the need to stop unregulated fishing, and the need for the tourism sector to contribute to the fisherman’s support fund in the Red Sea Governorate, to be adequately compensated in times of prevention of fishing; In order to preserve the natural resources on which tourism activity is mainly based.

As for recreational fishing, HEPCA stresses on the need to significantly reduce it, legalize such a sport, set strict controls for its practitioners, and criminalize the wrong practices of unguided hunting. As the natural stock of fish in the Red Sea has reached a critical level, which requires stopping fishing for a long period.

Emphasizing the support of the fisherman from the tourism sector, as he is the weakest link and the first victim of the ban, and urging him not to resort to illegal methods. Whereas the tourism sector is the primary beneficiary of the ban.

The association points out that the decision to catch the fish was based on international protocols and guidelines followed in such cases. Especially after making sure that it was the fish that caused the accident, which stayed in the accident area for more than 3 hours.

The association affirms that shark hunting is a criminal offense and prohibited by Egyptian laws, and its protection is a duty for everyone in the event that it is commercial or recreational fishing from an environmental and economic standpoint, as it is one of the most important tourist attractions (a tourist product for diving).

We warn that such wrong practices that change the behavior of sharks may turn them from a tourist attraction into a tourist expulsion factor. But in such cases, which are a special exception; Hunting is a followed and necessary matter - after obtaining the permission of the competent authorities - in order to preserve human life.

The organization clarifies that the apparent examination of the fish, which was carried out by the three parties (HEPCA - Northern Red Sea Islands Protected Areas - National Institute of Marine Sciences and Fisheries, Red Sea Branch), where the initial examinations of the fish indicated the presence of lacerations and some deformities in the dorsal fin and tail.

This indicates that the fish was in a state that did not allow it to maneuver in its natural environment to catch its prey, in addition to the scarcity of prey as a result of overfishing. This prompted them to be in places where it is easy to attack weaker prey.

The Hurghada Environmental Protection and Conservation Association (HEPCA) in the Red Sea Governorate mourns with great sadness the Russian citizen who lost his life as a result of a tiger shark attack.

The organization declares its strong condemnation of dealing with the incident in the media and through social media in terms of not resorting to experts and specialists in expressing an opinion and analysis of the situation.

As most of them are far removed from professionalism and respect for human privacy and their lives by publishing videos and pictures of the victim; Not to mention the damage to the country's reputation in tourism and the environment because of the method of dealing with the fish the moment it is removed from the water.

In conclusion, HEPCA asserts that it generally does not support shark catching in any way, and will continue to fight to stop any form of encroachment on marine organisms. We will continue to work to preserve and protect it, as it is the natural legacy for future generations.

بيان حول السلوك الهجومي الأخير لسمكة قرش بالبحر الأحمر

استمراراً لتكرار حوادث مهاجمة أسماك القرش لمستخدمي البيئة البحرية بالبحر الأحمر والتي عملت الجمعية منذ نشأتها على تفادى مثل هذه الحوادث بالمطالبة بضرورة تنفيذ برامج حماية الطبيعة بكفاءة ونشر الوعي البيئي والعمل على استخدام الموارد الطبيعية الحية للبحر الأحمر وما تحتويه من تنوع بيولوجي فريد بشكل أمن ومستدام.

فإن هذا الحادث الأليم هو أحد المؤشرات على ضرورة التحرك من كافة الجهات للقيام بالدور البيئي المنوط بها.

وتؤكد الجمعية أن مثل هذه الحوادث ناتجة عن تغيّر في سلوك القرش وأمر غير طبيعي والسبب المباشر لهذا هو السلوك البشري الخاطئ من الصيد الجائر، والتخلص من المخلفات بإلقائها في البحر، والاستخدام المفرط للموارد الطبيعية وعدم إدارتها إدارة سليمة بشكل بيئي مستدام.

وكشفت الجمعية أنها خاطبت السلطات المختصة خلال الشهور الماضية للتحذير من احتمالية وقوع مثل هذه الحوادث الأليمة؛ نظرًا لوجود العديد من الممارسات البشرية الخاطئة التي تهيئ الظروف لحدوثها.. وخصوصا في هذه الفترة من العام والتي تعد فترة لتكاثر الأسماك.

وتحذر الجمعية من أن تكرار هذه الحوادث يدق ناقوس الخطر ويشير إلى ضرورة البدء وبشكل فوري بتغيير السلوك البشري ووقف الممارسات الخاطئة التي تتم يوميًا على سواحل البحر الأحمر وبالأخص الصيد الجائر.

وطالبت الجمعية بضرورة تشديد الرقابة على ما تقوم به المراكب من التخلص من مخلفاتها وخاصةً العضوية منها في البحر وبالأخص في أماكن الرسو والمراسي القريبة من الشواطئ.

وتهيب الجمعية بكافة الجهات الرسمية اتخاذ ما يلزم على المستوى القومي لزيادة كفاءة الحفاظ على البيئة، وإدارة الموارد الطبيعية بشكل مستدام،

وإعلان الحيد المرجاني المصري الأعظم كمحمية طبيعية.

كما تهيب الجمعية بضرورة وقف أعمال الصيد غير المقنن، وضرورة مساهمة القطاع السياحي في صندوق دعم الصياد بمحافظة البحر الأحمر ليتم تعويضه بشكل ملائم في أوقات منع الصيد؛ حفاظا على الموارد الطبيعية التي يقوم عليها نشاط السياحة بشكل أساسي.

أما من ناحية الصيد السياحي الترفيهي.. فتؤكد الجمعية على ضرورة الحد منه بشكل كبير، وتقنين مثل هذه الرياضة ووضع ضوابط صارمة لممارسيها، وتجريم الممارسات الخاطئة للصيد غير المرشد؛ حيث أن المخزون الطبيعي للأسماك بالبحر الأحمر وصل إلى الحد الحرج الذي يتطلب معه وقف الصيد لفترة طويلة..

والتأكيد على دعم الصياد من القطاع السياحي حيث أنه يعد الحلقة الأضعف والمتضرر الأول من المنع ولحثه على عدم اللجوء إلى الطرق الغير قانونية. وحيث ان القطاع السياحي هو المستفيد الأول من المنع.

وتشير الجمعية إلى أن قرار اصطياد السمكة جاءً بناء على البروتوكولات والارشادات العالمية المتبعة في مثل هذه الحالات؛ وخاصةً بعد التأكد بشكل قاطع أنها السمكة المتسببة في الحادث، والتي بقيت في منطقة الحادث لمدة أكثر من 3 ساعات.

وتؤكد الجمعية أن صيد القروش مجرم وممنوع بالقوانين المصرية، وحمايتها واجب على الجميع في حالة ما إذا كان الصيد بشكل تجاري أو ترفيهي من منطلق بيئي واقتصادي حيث أنها تعد أحد أهم عوامل الجذب السياحي (منتج سياحي لرياضة الغوص) ونحذر أن مثل هذه المارسات الخاطئة والتي تغير من سلوك أسماك القرش قد تحولها من عامل جذب سياحي إلى عامل طرد للسياحة . ولكن في مثل هذه الحالات والتي تعد استثناءً خاصًا؛ فيعد الصيد أمرًا متبعًا وضرورًيا _ بعد أخذ إذن السلطات المختصة_ حفاظًا على حياة البشر"..

وتوضح الجمعية أن الفحص الظاهري للسمكة والذي تم بمعرفة الجهات الثلاث (جمعية المحافظة على البيئة بالبحر الأحمر هيبكا – محميات جزر البحر الأحمر الشمالية – المعهد القومي لعلوم البحار والمصايد فرع البحر الأحمر) حيث أفادت الفحوصات المبدئية للسمكة بوجود تهتك وبعض التشوهات في الزعنفة الظهرية والذيل؛

مما يدل على أن السمكة كانت في حال لا يسمح لها بالمناورة في بيئتها الطبيعية لاصطياد فرائسها بالإضافة إلى ندرة الفرائس نتيجة للصيد الجائر؛ مما دفعها للتواجد في أماكن يسهل فيها الهجوم على الفرائس الأضعف..

وتنعي جمعية المحافظة على البيئة (هيبكا) بمحافظة البحر الأحمر، ببالغ الحزن والأسى المواطن الروسي الذي فقد حياته نتيجة هجوم سمكة قرش (نوع النمر)..

وتعلن الجمعية استنكارها الشديد للتعامل مع الواقعة إعلاميًا وعبر السوشيال ميديا من حيث عدم اللجوء إلى الخبراء والمتخصصين في إبداء الرأي و التحليل للموقف؛ حيث أن أغلبها ابتعد كل البعد عن المهنية واحترام خصوصية البشر وحياتهم بنشر فيديوهات وصور للضحية؛ ناهيك عن الإضرار بسمعة البلد سياحيًا وبيئيًا نتيجة أسلوب التعامل مع السمكة لحظة إخراجها من المياه.

وفي الختام.. تؤكد الجمعية أنها بشكل عام لا تدعم بأي شكل من الأشكال عملية اصطياد القروش، وستظل تكافح لوقف أي شكل من أشكال التعدي على الكائنات البحرية. وسنظل نعمل على الحفاظ وحمايتها فهي الإرث الطبيعي للأجيال القادمة.
