A New Management Plan for Marsa Imbarak

Over the past few months, the southern Red Sea community has stood by in total frustration at the utter destruction of Marsa Imbarak by irresponsible tourism operators. We have waited in vain for the relevant authorities to intervene and we can't wait any longer. Some of the species living here have abandoned the site because of the habitat's degradation, while the authorities continue stonewalling and turning a blind-eye. This important bay is a feeding ground for a resident group of green turtles and there is at least one dugong using the area as a foraging ground regularly, moving between Marsa Shouna and Marsa Imbarak. Marsa Imbarak is visited daily by both day boats and safari boats. Its calm and shallow waters are ideal for inexperienced snorkelers and divers that can have access to two of the most charismatic marine species in the Red Sea: marine turtles and dugongs. The bay is also visited up to four times daily by glass bottom boats. The use of Marsa Imbarak has increased since the opening of the Port Ghalib harbor, as more and more safari boats are leaving from Ghalib and using Marsa Imbarak for their first and/or last dive. Marsa Imbarak has been under tremendous abuse and pressure for far too long and it's time for an intervention. HEPCA and the southern Red Sea board of trustees have developed a comprehensive management plan for Marsa Imbarak, which will encourage and regulate sustainable use of the bay. HEPCA's scientific advisor Dr. Mahmoud Hanafy has began working closely with the Red Sea governorate towards full implementation of the plan. The following 7 points are the basis of the precautionary management plan, which will allow for sustainable use of the bay and begin the path towards habitat recovery: 1. Glass bottom boats will no longer be allowed to enter the bay for their activities. 2. Live-aboard operators will no longer be allowed to enter or use the bay. 3. A zoning scheme will be implemented to protect the northern region that feature the highest concentration of sea grass. This core area is a habitat for key species such as turtles and dugongs that frequent the area regularly. All diving and snorkeling activities in the northern part of the bay must stop and this zone will be demarked as off limits. There will be a zone for snorkelers and divers only with no access to motorized boats and another zone for the boats and zodiacs. 4. Only 4 daily boats will be permitted to use the bay per day from the hours of 9am to 3pm. 5. HEPCA will install 2 mooring lines for the daily boats to use. 6. A walkway will be established to help direct users away from sensitive areas of the bay. We can only hope that this initiative will help the recovery of Marsa Imbarak and we are asking all of our supporters to help us ensure a sustainable future for this important habitat. خطه اداره جديده لمنطقه خليج مرسى امبارك على مدار الاشهر الماضيه يراقب جميع افراد المجتمع بالمنطقة الجنوبية عن كثب و بمنتهى الاحباط الانتهاكات التى يتعرض لها خليج مرسى امبارك من قبل بعض منظمى الرحلات البحرية الغير مسئوليين ، و قد انتظرنا تدخل الجهات المعنية لايقاف و التصدى لهذه الانتهاكات و لكن دون جدوى ، و لذا لن ننتظر اكثر من ذلك حيث بدات بالفعل بعض الكأئنات البحرية من هجر هذا الموقع الفريد نظرا لسوء وضعه و تدهوره الملموس و مع ذلك لم تحرك السلطات التنفيذية ساكنا لاتخاذ اى اجراءات للايقاف المتسببين فى هذا التدهور ترجع اهميه منطقه خليج مرسى امبارك الى كونها احدى اماكن غذاء السلاحف البحريه الخضراء و موطن لاحد افرد الحيوان البحرى عجل البحر " الدجونج " المهدد بالانقراض و الذى يسكن المنطقه الواقعه بين مرسى شونه و مرسى امبارك. يتم زيارة منطقه خليج مرسى امبارك يوميا من قبل قوارب الغوص اليومية و السفاراى, فهدوء المنطقه و مياهها الضحله توفر مناخ مثالى لراغبى الغوص و خاصه مع ارتفاع نسبه مشاهده السلاحف البحريه و الدجونج بالاضافه الى قيام القوارب الزجاجيه بزياره الخليج ما لا يقل عن 4 مرات يوميا. ادى افتتاح ميناء بورت غالب الى زياده نسبه قواربالسفارى الماره او المستخدمة لمنطقه خليح مرسى امبارك تتعرض منطقه خليج مرسى امبارك الى مخالفات بيئية جسيمة منذ وقت طويل، لذا فقد حان وقت التدخل حيث قامت الجمعية و مجلس امناء الجنوب بوضع خطه اداره لمنطقه خليج مرسى امبارك سوف تتيح هذه الخطة امكانية الاستخدام المستدام للمنطقة قام د.محمود حنفى - المستشار العلمى للجمعيه - بالتنسيق مع محافظة البحر الاحمر لضمان التنفيذ التام لخطه الاداره لتحقيق الاستخدام المستدام للمنطقة و بداية الطريق لتجدد الحياة بها و ذلك عن طريق النقاط الاتية لا يسمح بدخول القوارب ذات القاع الزجاجى منطقه خليح مرسى امبارك لا يسمح بدخول قوارب السفارى منطقه خليج مرسى امبارك تماما سيتم تقسيم المنطقة الى قطاعات لحماية المنطقة الشمالية التي تتميز بأعلى نسبة تركيز الأعشاب البحرية و التى هي موطن لأنواع رئيسية مثل السلاحف البحرية و الدجونج . و سوف يتم وقف جميع أنشطة الغوص أو السنوركل في الجزء الشمالي من خليج و اعتبار هذا القطاع ممنوع كليا - سيتم السماح يوميا لعدد اربع قوارب ( يومية ) فقط ما بين 9 صباحا و 3 ظهرا ستقوم هيبكا بتركيب عدد 2 حبال شمندورات ليتم استخدامها من قبل القوارب المسموح بها.- سيتم إنشاء ممشى للمستخدمين لتجنب مرورهم على المناطق الحساسة بالخليج.- سيتم منع الزوارق السريعه تماما نأمل ان تساعد هذه المبادرة فى تجدد الحياة بمنطقه خليج مرسى امبارك و نطلب من جميع مساندينا مساعدتنا فى ضمان مستقبل مستدام لهذه الموائل الهامه
